Only uncovered (open) cards in the Tableau can be moved, either up to the Foundation or to the bottom of another pile if its decimal value is SMALLER.
The card moved does NOT have to be the NEXT smaller decimal number, just smaller, and suits don't matter.
Any open card can move into an empty pile's space (a Free Space).
You win by moving all the cards to the Foundation, where each suit must be built up in order from smallest to largest decimal value.
